1 - تعليم مجموعات متباينة وحدة تعليمية محددة
2 - تحديد الأهداف المعرفية والسلوكية المراد تحقيقها نتيجة تعلم هذه الوحدة
3 - تحديد أسلوب التعلم ومواده وأدواته وتحديد النشاطات والمتابعات المطلوبة
4 - توفير بيئة تدريبية مناسبة
