معوقات تطبيق إدارة الجودة الشاملة

هناك عدد من المعوقات التي تودي الى اعتراض طريق تطبيق ادارة الجوده الشاملة في القطاع العام ونذكر منها مايلي :-

1- التمسك بالنمط الاداري السائد ومقاومة التغيير .
2- عدم دعم الادارة العليا لفريق الجوده .
3- عدم تدريب العاملين على تطبيقات وادوات الجوده .
4- اختلاق الاعذار والمسببات لتاكيد عدم الحاجه لتطبيق الجوده .
5- الاقتناع بمثاليه الاداء الحالي والقدره على ارضاء المستفيدين .
6- عدم وجود ادارة اؤ اقسام للجوده .
7- الفرديه في اتخاذ القرارات دون مشاركه العاملين .
8- ضعف المبادرة لحل مشكلات العمل في حينها .
9- المركزية وعدم ايجاد قاعده بيانات عن العاملين والانشطه .
10- ضعف الاهتمام بشكاوي وملاحظات المستفيدين من ناحيه الاداء والخدمة .
11- الهياكل التنظيمية الجامده .
12- الخلل في تطبيق نظام الجوده كما هو مطلوب.
