للدكتور صلاح لطفي آل هارون ماذا يقصد بالمعايير الدولية للتدريب؟

المعيار هو نموذج متحقق أو متصور لما ينبغي أن يكون عليه الشيء، وهو قياس يقاس به غيره للحكم والتقييم، أي ما يستعمل كمرجع يتم الرجوع إليه للمقارنة ومن ثم التطوير والتقييم.
ويقصد به في حالة التدريب مجموعة المواصفات القياسية الدولية الموضوعة من قبل المنظمة الدولية للتقييس ISO، وكذلك المقاييس التي وضعت ضمن جوائز الجودة والتميز الدولية، أو تلك الضوابط التي وضعتها المنظمات المهنية الدولية والإقليمية والخاصة بضبط جودة عمليات التدريب.
في هذ السياق، حظي التدريب (والتعلم) باهتمام المنظمات المعنية بوضع المعايير والمواصفات المهنية، وتم النظر إليه من عدة زوايا:
- التدريب كنشاط ضمن مهام إدارة الموارد البشرية أو كإدارة مستقلة.
- التدريب المقدم للعاملين بالمنظمة من خلال إدارة التدريب سواء بالمنظمات الحكومية أو الخاصة أو الأهلية.
- التدريب المقدم للغير من خلال مقدمي خدمات التدريب (مؤسسات تدريب، مدربين، استشاريين).
حيث قامت المنظمة الأوروبية للجودة بإطلاق النموذج الأشهر للتميز المؤسسي EFQM وتضمن هذا النموذج بعض المعايير في محور العاملين، كما قدمت جائزة المستثمرون في الموارد البشرية IIP بعض المعايير الخاصة بالتدريب، وقدم المعهد الأوروبي للإدارة العامة نموذج التقييم الشامل للمؤسسات الحكومية وتضمن بعض المعايير الخاصة بالتدريب.
أيضا قامت المنظمة الدولية للمعايير والمقاييس ISO بوضع مواصفات توضح معايير وإرشادات دولية للتدريب، حيث اصدرت المنظمة مواصفتين للتدريب هما المواصفة ISO 10015 لسنة 1999 والخاصة بنظم جودة إدارات التدريب بالمنظمات، والمواصفة 29990-2010 والخاصة بمقدمي خدمات التدريب Learning Service Providers وهم مؤسسات وممارسي التدريب.
وكذلك قامت العديد من المنظمات المهنية ومكاتب الخبرة الدولية بوضع آليات تنفيذ لتلك المواصفات
